I don't think there can really be a best Midfielder as there are different types

Best wingers:

Central Midfielders:
Keane and Bowyer - Keane for defensive, Bowyer for attacking and both for great edge-of-box goals

Um .... Keane is the best mid-fielder in England. He is worth every penny ManU pays him. Overmars is the best winger. Then there are Leonardo, Davids, Vampeta, Giggs, Stankovic, Viera, Veron (almost forgot him) and (I hate saying this) Zidane. But the best in the world right now, with out a doubt (I am surprised he is only listed once, oh well) is Rivaldo. He is the BEST hands down.
