I thought that after Marc Vivien Foe's death no one will be ever wearing #17 in their national team.
But now I see their 3rd gk with that number on his shirt...
Does anyone know anything about that?

you can't really retire a number for a National team... it just makes everything complicated.
I don't there ever were any plans to do so.

If I recall properly, it was Manchester City that retired Vivien-Foe's number. Not the national side.

man city retired #23
... it's impossible to have a number for the national team retired, coz the system isn't the same as for clubs, you don't have squad numbers all year round.
