there might be a way by editing the control maps on a certain file, but I dont know how to do it. Why do you want to do that anyways?

I had a similar problem and was fed up with this in 2004 so I
bought a ps2 usb adaptor and am now using my ps2 pad on the pc.
Got to say all problems gone and the control is so much better.

Go to http://www.wingmanteam.com/latest_software/latest_soft_main.htm select and download the latest Version 4.40 Wingman drivers, and follow the installation process. Once installed, you can open the Wingman Profiler > Properties > Settings, and configure your D-Pad to 'swap' positions with your left analog stick.

These may also work for non-Logitech controllers, but you'll need to try it and see.
