To your fifa99 directory. If you have not changed the default directory when you installed '99, the ESP is setup to default to that directory.

there are no directories c:\fifa99\stadiums

The default directory is C:\Program Files\EA SPORTS\FIFA 99!

You need a full installation (custom!) of FIFA 99 to install patches, jerseys, stadiums etc.! If you don't have it just copy the complete data folder from the CD to the FIFA 99 main directory on your hard drive!
