Is there an editor for PES 4 or do I have to edit everything in-game?

I picked up first ones.

for PES4 (PS2) - weditor, WEOptEditor 0.21
for PES4 (PC) - EditPES4OptionFile 0.6 by Endymion

Graphic Studio 04 10 10 (more stable), waterloo 3.1.0, DKZ for both.

well, I have it, but why in the world is there no formation editing? That's the point of the entire editor!
