I tried to change this flags but when i import the file the others change the color and they look bad ingame...please, can someone tell me how to import the flags please...

Yep, had the same problem but i recommend to restore the files u edited and then download this program (http://perso.numericable.fr/~ryannick/EditPES4OptionFile%20v0.7.zip) then choose your option file (C:\Program Files\Konami\Pro Evolution Soccer 4\save\folder1\KONAMI-WIN32PES4OPT.
Then under the tab Flags click right mouse on a square and click import png.

Note: the images must be .png and must be 64*64 pixels and 8-bit color. Good luck! ;)
