In the facilities thay have more buildings like parking lot, notel, boarding school, etc, but they are locked, what do i have to do or when are they unlocked?

nwm, i feel like an idiot now after finding out how, i wasted about 1.25 seasons when i could have been building better facilities when i didn't.
