I recently downloaded V3.0 for fifa 98 RTWC, but why is it that like major teams like France and Brazil arent very good, there stats are lower, it they get beaten very easily (eg Argentina 5-0 France- W/C Semi)

The stats are based on stats from Championship Manager. I myself has not felt that this is the case...
Was the 5-0 result when you played yourself or when simulating games?
Cause I know that the ingame simulating is not very realistic...

OK, I will look at these teams and see what I can do.
How the games end might also depend on which version of the game you play. The updated version available from FIFA98 Online usually makes it more goals in the games than the original version, while it makes it tougher to win games too...

I have noticed also that in south america there are lots of things wrong.

Venezuela, Bolivia and Peru are overated (Barely beat Ven 2-1 and Bol and Peru 2-0)

Colombia and Chile are underated (beat Col 5-1 and chile 4-0)

Brazil, Argentina, Uruguay and Ecuador seam to be fine.
