2) Where are the best Fifa 98 RTWC websites where i can download kits, leagues, etc?

To get the Official FIFA RTWC Update version 3.0 just go to http://www.fifartwc.com.

Click on "FIFARTWC Downloads" on the left menu. When at the download section just choose the download you like!
