Potential ability has to be 170 or above to get a work permit. Mokoena's PA ranges from 150-180.

dont know where the hell you got that from bigp, i dont believe it to be true. At least it wasnt in CM0304

Tsigalko refused, potential 194

I thought Tsigalko sucked after CM 01/02

I think it's like this because whenever I try to sign Junior Khanye or Mokoena, I only get a work permit if their PA is over 170. When it is around the 150-169 they get their appeals rejected. This also explains why Naldo and Guarin can get work permits because their PAs are fixed at 179 and 174.

In CM 03/04 this happened with Freddy Adu. His PA was set at -2 so when his PA was around 160-169 he didn't get a work permit but when it was above that he got it after an appeal.

And also I used MCM for CM 03/04 to modify the PAs so I could sign some Chinese youth players. Usually they get rejected because of their low PAs but after giving them PAs above 170 they were given a work permit.

You can test it out for yourself if you want.

guys it has nothing to do with potential ability it has to do with the players international caps

It only applies if the player's PA is below 170. How do you explain how people can sometimes sign Mokoena but not always? Player caps and reputation aren't random. But PA are.

I always thought it was to do with the contract and how often it was you were going to play them... whenver I offer someone rotation or back-up they don't get it, but 1st team or Key Player and bingo I've got 'em.

Ok, so the rules would be like this:

Over 75% of international games played in last 2 years: accepted.
if not
Potential has to be over 170, and the contract has to be 1st team or key player: accepted after appeal.

The potential thing is true, confirmed by SI, and the contract status sounds very likely.
What kind of contract did you offer Maxim, Tom? I know I like to sign everyone on rotation contracts, so they won't get unhappy soon.

C'mon a Maxim with potential 194 won't ever be relegated to the bench will he?

Hrmm... I don't like that Potential thingo, seems iffy to me, what if your a 1st div team and find a player who'd fit in well, but you can't get him? Do they just say no?

You're only allowed to get the top foreign players and hot proxpects, that's just what the rule is there for. 1st division teams should be able to do well with English players alone ;)
