Is there a way to change resolution from 640x480 to 800x600 or higher? I have a V5 5500 card, so any API will work for me, D3D or OGL or Glide.

There is no way of increasing a games resolution if the game wasn't made to run in that resolution.

But what you can do to make games made in 640x480 look better is to play them on a 14 or 15 inch monitor, that way there are no gaps between the pixels the way they are on larger monitors, and they look a lot better.

Bear in mind when games were being made in 640x480 most people only had small monitors so they looked just the same on a small screen as 1024x768 does on a 17 inch screen today.
