I just read something about an editor called WEd98 for World Cup 98.
I searched for it about 4 hours last evening and the only results were some threads in this forum from stoneage.

It would be very nice if someone could send me a link/hint or perhaps the entire program, because my older pc does not even support FIFA 2001. ;)
