yes you can. you can either choose to manage them from the start of the game and if not then you should get an offer in the middle of the game.

Sure you can. And don't hesitate to turn weak offers down cuz there'll be better offers from better squads, it just depends on your succes (League, Cups, CL) and your manager lvl, the higher the number is, the better offers you get.
