What am I suppose to do, It's been like this since Jan 2nd.

Help would be appreciated.

He can't get a work permit so you're gonna have to loan him out to a feeder club that's in a league that has no WP restrictions (ie Man Utd --> Antwerp) thats all you can do, you can't play him until he can either get a work permit or an EU passport.
