Last year EA put a patch of the British English commentary out for Americans who hated the lousy commentary of their own FIFA version, but now they have the UK commentary this year, so I don't think EA will release the commentary files, you could always buy an English version of the game from:
www.ukgames.com (http://www.ukgames.com) or www.gameplay.com (http://www.gameplay.com)

Looks like this is becoming an annual ritual for all the non-English speaking fans. Can somebody tell me please where I can download the English commentary files from?
