I have the U.S. PC version of FIFA 2001 as well as the Fed2001. By all means, I could use Fed2001 to unlock all the "Rest of the World" teams. However, is there any way to earn them in the game without using Fed2001? Also, where is the cheat menu in the U.S. PC version of FIFA 2001. I've been looking for over a year.

You can't. You'll have to use FED2001.
There isn't a cheats menu, cos there isn't any cheats on the PC version.
