after playing fifa 2001, (which was great, except for some gripes) one would notice it's apparent changes...graphics are superb, the pitch is larger, more animations, etc...but the gameplay...though it's slower this year, which makes it way better than fifa 2000, after playing it for a while, I noticed it plays kinda the same...the passing, tackling, shooting, etc.
what I think fifa needs is a new game engine. I know this would not be cheap on EA's part but...come on! they've got the money but all they change in gameplay was little tweaks since fifa 98...I don't want to mention ISS here but if one played Konami's football game since before (like me), one would remember a game called Goal Storm 97 which was by konami...it was choppy, gameplay was weird, etc, etc...basically, it wasn't that good...after a year came ISS Pro 98, a complete overhaul, but still lacked the little touches of ISS Pro Evo. then after a year came ISS Po Evo, with another major change in gameplay. the result...it's one of the best playing football games out there!
my point is, if other companies can do it, why not EA? surely they're not low on resources. but even though it's only the gameplay, when a 1 and half year old game on an inferior psx console outclasses the pc game that was just released now, something is surely wrong...
if EA could make a new engine, then almost all gameplay issues can be fixed. I'm not saying they copy the ISS gameplay but maybe they can make something better...
