I play against the computer, but the computer never makes any substitutions except when any of its players get injured, then the computer is forced to make a substitution.
I got the computer to play lazio against chelsea (20 min periods, substitutions = on)
but no substitutions were made.
Even when a player gets yellow carded the computer will not make a substitution

Yes, wierd isn't it, but in ISS PE, if a computer defender is having a bad game, or a striker is ineffective, or if a player is just tired the computer will make subs.

Yeah I find it irritating too! The computer never makes subs! At least I havn't ever seen it make one. It's not as in FIFA 99, where the computer actually made very clever changes, but maybe with a patch....

I understand EA guys...
...they paid a lot to have all the player names into the game, and my conclusions are:
1. They want to keep them playing as longer as possible, to make worth the rights paid.
or
2. They didnīt want to pay more to include manager names....hahahahahaa

I totally agree about the AI substitutions.
All AI management stinks particularly the IGM system, and it is not only the CPU teams that are affected.. things happen to your team without you realising if you have someone sent off or injured. The CPU teams are affected in the same way. I think that's what iceboy's getting at.
If you switch IGM to a different formation altogethor from IGM 1 such as from 4-4-2 to 5-4-1 you will find your players are placed completely out of position. OK so YOU do the mngmnt of the team so you should change them manually? NO!!! The IGM system is there to change your system with the flick of a SINGLE switch IN-GAME as if you have shouted from the sideline for the team to do a pre-arranged tactical move. If your worst header of the ball is in position to receive those crucial crosses.. if your worst tackler is the last man in front of goal..
Like everything else in the FIFA series it takes US to sort it out: What I do I play the same basic formation in IGM 1, 2 and 3.
Lets say 4-4-2.
At the back I play a sweeper system that rarely changes and is therefore dependable.
In midfield I have four across the pitch to utilize the width with the wingers supporting attack and defence. In IGM 3 I can change to a diamond to shake up the midfield if things are not happening.
In IGM 2 one of my strikers drops deep to create a better supply line if we're having problems getting through their defence.
This is a good way to use the IGM.
To get back directly to the topic of the subs though I think I would prefer to have the AI doing no tactical substitutions and the game have good gameplay.
