Why is not possible to swap a injured/suspended player out of the subs and replace them with another player, leaving you with five fit and eligible players. This has happened in most of the FIFA games, why is this?

I know.... The first I knew of it is when I went to make a sub only to realise that I only had a GK and 2 DL... I needed a striker at the time...
