Open ports UDP 3658 from your router. Make sure your antivirus and firewall allows FIFA 09 ports to connect.
Check whether your EA persona is accurate and that you can login with those account details.
If that doesn't help you may as well try to contact EA Customer Support/Technical support they may help you.
