If you can't make a new thread and you are a new member, then read your welcome PM (private message), everything is explained there.
For existing members who can't post new threads you need to make a post somewhere in the forum and then you will be automatically granted access to post a new thread (actually the same thing goes for new members).
When you make a post you will automatically be promoted to another usergroup which does have rights to post new threads. We had to do it this way in order to prevent spammers to make threads. It may take some time for the database to get updated, so if you can't make a thread immediately after you made your post this is probably the reason, just wait a few hours and it should be fine.
This does not apply for the Feedback and Suggestions and Introduce Yourself Forum where you can post new threads right away.
Update: All existing members have now been mass moved to the promoted usergroup and should be able to make threads without posting somewhere else first.
