I had the Paint Shop Pro 7 trial version but the trial time has run out so I can't use it anymore. Does anyone know a good drawing program I can download so I can continue to make files for the DC. I don't want a crappy program like Microsoft Paint, I need a good one that can do lots of effects.

PSP7 has worked and works for me. MS paint was kinda good for FIFA 98/99

Yes, but I don't want to go out and buy PSP 7 that costs hundreds of dollars just to make some FIFA 2001 files. I just want a good shareware paint program that has a lot of tools.

Adobe Photoshop 6 is the best program you could ever wish to buy.
The options you have are endless as far as making grafix and drawing goes.
It doesn cost quite a bit though but......you don't have to pay the full price if you don't want to :D
