What about Celtic Park? The biggest in the UK. 62,000 capacity, and it looks great too!

I reckon it'd be cool to keep a small size stadium because it is a bit strange to see teams like Vallecano or Troyes (just an example) play home games in big stadiums...
I suggest a small stadium like L'Abbé Deschamps stadium (Auxerre stadium).

I agree that Villa Park must be included in the new game.
If you are laughing at this prospect the please consider:
Villa Park is one of the biggest and best equiped stadiums in the UK.
It is a regular choice for domestic semi finals.
It has hosted major international matches (Euro Championships) and will be a major stadium if we (England) host a future World Cup.
FIFA 99,2K,2001 etc are about all football fans, not just the ones who pretend they are from Manchester. Villa, Southampton, Wimbledon and all the rest have just as much right to be represented accurately in the best football game.
So why just stop at the biggest teams ?
