I just can't do it...I've tried everything 360's, tried to go around....basicly everything...I've got so many breakways when the only one left to beat was the goalie and I just could fake him...Did anyone ever fake in fifa 2000? Could you tell me how you did it?

No, but have you experienced another terrible thing: you pass the ball past he goalie, try to run after it, the goalie trips you (10 yards away from the ball) and you DON't get a penalty!! gets me mad every time!
Overall it's easier to gain a penalty, however, and that's a good thing

Yeah man that's true penalty shots are easier to get in fifa 2000....but sometimes the ref doesn't call obvious fouls...and that pisses me off...I think EA should make their refs a little smarter..and yeah I have experienced that same problem and that piss me off too..

Try jump over the gaolie it works. Sometimes he commits a penalty kick which is very cool.

I haven't tried that yet...but can't we fake him like we all used to do in fifa 99? Goalie commiting a penalty shot....that sounds cool...

Here are two that work:
Run up the field (usually works best on a breakaway), and just before the keeper dives at your feet (this happens just before you reach the penalty marker at the 10 yard mark), press CTRL (not tap, press) for the hurdle, and the ball will roll in (or you can follow with a shot).
Secondly (works best after opponent's corner has been cleared by your defense), get the ball to a striker or offensive midfielder and have him Q pass it near the corner. The keeper comes out of the box to clear it, but you should be able to beat him. Cross it in (usually a defender will be between you and your other offensive player in front of the goal) and bike it in. This works only with really really good players like Pele or Ronaldo, so don't play with a terrible team.
I only have the PSX version...
But what I usually do is when you got close to the goalie...stop using the speed burst, then when you probably about 1-2 steps away from the goalie.....change direction immediately and use the speed burst....
The problem with speed burst is that you cannot cut quickly....
Of course....this also needs a bit luck....
But looks pretty cool when you succeed..

Funny, I have had little problem going around the keeper. It's all about timing. Just go diagonally forward/up or forward/down, and right when he charges you, switch to the opposite diagonal direction. It might be hard at first to get the timing right, but it does work. You can just walk in the goal after that...
