Hey,
I was trying to figure out the voodoo 3 problem and I found a fix. I now run euro2000 at 800x600 with render on MAX. I didn't try 1024x786 yet. The fix is, well I used the Need For Speed 5 voodoo2z.dll file as my driver. I just replaced the one provided with the euro2000 cd. Then I went to 3dsetup and changed to voodoo3 (for those of you that tried the regedit fix).
Put the unzipped file in your euro2000/3rash/ directory. Make sure to back up the old file.
You can get the fix, all zipped up below:
Euro 2000 Voodoo 3 Fix (http://www.nba-live.com/replays/fifa/voodoo2z.zip)
If you have questions email or icq me.
