I think you should be able to select 2 Individual Orders for each player. Also I would like to see some new ones. If I was designing the game I would add 'Hold Position','Hold Ball','Short Passing','Long Cross' and 'Forward Run'. I'll explain very briefly what they would mean
Hold Position:staying in your position in your formation when attacking to help give support once they break up.
Hold Ball :player keeps possession of the ball until support arrives or attackers shielding it off defenders.
Short Passing:you probably know what this means so I won't explain.
Long Cross:basically, crosses played from deep into the box.
Forward Run :player makes a run forward when the team is in posession and the ball is in oppositions half.

In the Team Orders screen, they should add a Distribution part of attacking, giving options to distribute the ball normally, centrally or wide, and a tackling part of defensive play, where you can tackle normally, soft or hard. Also split the aggression slidebar up into attacking or defensive aggression.
The above is if I was designing the game

In the Formations screen, they should add more pre-set formations. I think they should add the ones below:
442 Strikers
+
+
+ + + +

+ + + +

442 Diamond
+ +

+
+ +
+
+ + + +
and many more.

I think there should also be a new position added DLM, DRM
These wing backs should be more attacking than LWB's and RWB's.
I think England one time employed players in these positions, as I think do Chelsea.
Finally in the Formations screen they should add being able to drag the cursor to make runs. When defensive, the ball should be in opposition possesion and in your teams half and when attacking, the ball should be in the oppositions half in your teams possession.

Finally I think they should add more tactically based screens. They should add a Passing, Marking and Tackling screen to alter tactics for individual players from others (e.g. in the Marking screen, the whole team could be zonal, but the CD,s might man mark attackers)
