how do i assign a team captain ? Does it matter who is captain ?

Go to the thing where you do the tactics and there's a grey thing which says "capt" next to the goalkeeper's name(assuming that you haven't changed it before). Drag it next to the player you want to be captain's name. That player becomes captain.

is this on 00/01?

Actually, it's been like that since CM2. THe best players for captain has high 'Influence' rating

how do u arange friendly matches

Go into the fixtures window, then go to 'arrange' at the right top and select what you want to arrange...select the date, then select the team and wait for the team's answer.
