When the goalkeeper tackles a player a penalty is never given. I was tackled and I didn't even have the ball, and no penalty was awarded. Could this be fixed with a ini file?

The real news here is that you were tackled without the ball.How do you get that?
I stay put with the rock in my possession and nobody seems to care at first. About 10s later I get a shoulder charge and that's about it...

Besides, I have never seen the keeper tackle anybody in this game.

I had the ball, shot at goal, after ball had left my feet, the keeper jumped at my feet knocking me down, now thats a penalty right?

HAHA! well in that case, i don't think it's a penalty... the goalie tackled you after you shot right?

It should be a penalty if the ball rebounds and the goalie stops you from getting theball with a offtheball tackle. If the ball goes out of play because you missed the goal, then it's a goal kick. If you score, then what are you complaining about?
