I don't know if anybody knows this or not but I solved the problem with the Voodoo3 3000.
Go to www.3dfx.com and download the new driver for the Voodoo3 3000 then install it. Then go to run and type in "regedit" and go to LOCAL_MACHINE-->Software-->EA SPORTS-->FIFA 2000 then you can activate Direct3D, Hardware Acceleration, and trible buffering by typing 1 into the value section.
Hope this helps anybody with Voodoo3 3000 graphic card.
