how do you create programs like the raptor series at soccer acess or fifamania installer?

You need to know a programming language.
For the above mentioned programs, u shouldnt need to know anymore than Visual Basic. However for other bigger projects, u may need to learn C++.
For patches that edit ini files, and import kits etc, VB is all u should need.
