Start with a clean install of Fifa 2000 and don't install the EA patch.
Then, download the zip files. Unzip each one into the same temporary directory. One of the unzipped files is a setup program. Double-click, sit back and wait.
Oh, and if you're unfortunate enough to live in the western hemisphere and bought the MLS verson of Fifa 2000, you'll also have to reinstall the UK commentary patch.

Ok thanks bud.......i've got one more question though...what are you supposed to call this new directory? Does it matter what you call it?
