I found a cheat and don't understand how to use it.

I would like to use the practice mode that is available after fixing the soccer.ini file. Once you ad "PRACTICE_MODE=1" in the soccer.ini file you are suppose to be able to practice.

How do you activate the practice mode??

Also, is there a way to edit the features of the players? Make them faster, shoot better....

If they would leave the features in current games alone and just add to them. FIFA 99 had a built in practice mode. FIFA 2002 had a player custom builder. Where are these features!!

After you add the new line to your soccer.ini file save the file. Then launch FIFA 2003. Start a friendly match and select your teams. Select the controller for one team. This team will now be on the field by themselves. You can practice passing and kicking. Corner kicks can also be done. Remember to reset the value back to zero before you try to play a real game. PRACTICE_MODE=0

To create custom players and teams you need to download the FIFA 2003 Creation Center from this site. This will also allow to to add custom kits, edit players and more.
