Go to the control pannel.
Change you Windows language to English... that's it !

Now you can start the CC.

A few days ago I used the CC without a problem, but I bought a new hardisk, installed w Xp again and have that error msg every time

log in as an admin. go to control panel and open the regional settings window. you can change the lang there ;)
