I've been looking at buying F2k but by all reports it sounds like it'll be a big disappointment so I may stick to F99.
Are there any cheats for PSX to edit player attributes etc. as I want to update my squad to the current season?

Sorry man, there are no cheats for f99 on
PSX or PC.
However you can download new rosters,kits,balls etc. using a dexdrive

Excuse my ignorance, what's a dexdrive and how does that work for PSX?

Well I don't have one myslef but a dexdrive
is a device that lets you download things on
to your PSX memory card from the internet.
