The reason they couldn't put a training mode in FIFA 2003 is because there's so much scripted play that a training mode would have been useless.
Think about it. You can't header the ball if you're by yourself so it wouldn't have been possible to perform any headers in training mode.
The free kicks and corners theoretically will always be perfect as long as you move the crosshairs and stop the marker in the green area. This takes away any point in practicing it because as long as you are on target and stop the marker in the green you know where the ball is going. If that's not the case then the system is useless anyway and we're better off going back to the old method (which frankly was more realistic anyway).
I mean who knows before they even kick the ball where the ball is going and whether you're going to score from a free kick or not?
From corners you couldn't header the ball in the goal in training mode because of the lack of CPU players.
As the runs are mostly scripted and non-controllable you can't really practice crosses. Again you'd have to let the ball drop as you couldn't head it.
Due to the non-movement of players on corners and freekicks (very realistic EA!) that also takes a lot of the training out of the game.
So basically what would you practice in practice mode anyway other than shooting with one player. Passing isn't exactly much of a task to be honest. If you added CPU players into training mode then you may as well just play a regualr exhibition game on easy level.
Those I think are why EA didn't incorporate a training feature. You'd see the game shortfalls too much and most of the game stuff you can't practice by yourself without the CPU there.
