FCDB XP 2003 will be released in the following times:

France, Spain - 14.00, 2.00pm
Portugal - 13.00, 1.00pm
Brazil - 9.00am

I don't know about the other times, but I'm almost sure about these. Hope I helped :)

Always download a tool days after it`s released so you can see and read threads where people ask when they`re having trouble with the tool, so you can anticipate any problems you may encounter, that`s my tip.

I downloaded ecpdbi two days after it`s released, so I didn`t encounter any problem.
