I edited the national teams' flags in all the igsmflgs.fsh and smalflgs.fsh files.
After that I tried to launch the game, but the game always crashed and I got "Device Error" messages every time after showing the stadium videos.
I uninstalled the game completely, and installed it again, but the game keeps crashing and I keep getting the "Device Error" messages.
What shall I do?

After you uninstall the game and before you reinstall it, go into the subdirectory where the game was and delete the entire folder. Sometimes everything doesn't get deleted and this may be your problem.
Thanks for your help, but this doesn't solve the problem.
I installed the game into a DIFFERENT folder and it still keeps crashing.

did u reboot your system after uninstalling?
Hmmm... I was hoping that would solve your problem. This is a longshot, but install the official patch from EA Sports and see if that helps. Someone else had a similar problem and installing the patch solved it for them.
I bet Fifa99 is still in your registry. Run Regedit.exe, then go to find (in the editor) and look for FIFA99. If it finds something then delete it (press DEL to do so). Then install the game.

To delete the registry entry, if it's still there, run tweak ui and delete it from the registry in there
Dim, I don't know if you have solve your problem, but let me try to help you:
First, can I know what kind of FIFA editor/viewer do you use?
I asked this because there are some of these programs that won't work (if the files that edited with these editors is played, it'll causes a "Device Error"). I've experienced this sometimes ago, and I recommend that u use Toni Wilen's NHLINFO with GFX.DLL (you can get the latest version at www.nhl-online.com/nhlinfo/).
Just my humble opinion...
