If you want to know whether you have 3dcard or not open your cpu and look over every chip if they have "3D" logo. But better way to check it is use direct x diagnostics to find and check. I think the file name is something like DXDIAG.exe.
The best 3d card to buy? Well, you have to consider what kind of computer you have. Check whether you have AGP or PCI slots. I heard that TNT2 is the best and most expensive, and voodoo3 is less expensive and faster but less performance, or something like that.
