I was wondering if there is a patch which includes brilliant classic national sides like Brazil 70, England 66, Germany 74, etc.

There are actually a couple of classic world cup teams patches at www.fifa99.net - go to the Downloads section, click on Patches and then Page 2 - there you should find it!
