Looking at the league tables, it looks like only one team gets promoted, and three get relegated. I don't see how this could work. Can someone please explain the system to me.

It works like this:

There is one top league, with 8 teams, out of which one is the champion and three get relegated...further on, there are 3 first divisions, out of which every champion gets promoted to top league, and the three relegated teams get in first division...it goes on like this

Top league: 1 champion, 3 relegated teams
1st div x3 : 3 promoted teams, 9 relegated teams
2nd div x9 : 9 promoted teams, 27 relegated teams
