Nope, I complain sometimes but nothing happens.

There is a cheat to sack the referee.
Go to the Board screen > click on the approach FA button > and then click the complain about referee button. Keep doing this five times in a row without exiting the approach FA screen and you should find some news appear informing you of his dismissal!!

NOTE: This is not my idea, it it someone elses. I have forgotten who started it though.
