Have you noticed that after SPRINTING the entire game, all of the players have FATIGUE number of at least 80%. There's no penalty for SPRINTING.
If you increase the FATIGUE numbers, the pace will come down somewhat, players would be forced to ration their energy.

The patch has not been uploaded to FIFA 2000 Online yet. The downloads section will be ready shortly.
