Can anyone confirm with 100% assurance that the Dutch league will feature in FIFA 2004?

Yes it will be in it but as you can see on the movie the league isnt licenced. The KNVB logo isnt real. Its a Dutch flag whit a ball on it.

So It could be that some teams are real and some are like in fifa 2000 I guess (Alkmaar FC, Eindhoven ect)

well.. the italian league doesnt have the serie A logo.. but all the teams are real..

It depends if they got the leaugue liscence and/or team liscences, which determines if they're going to be real or fake.
