Why I 'think' it will take a while for the PS2 to come to Europe and North America:

Firstly, they'll (Sony) have to change the hardware so that it'll run for European power supplies, they'll have to change the DVD-Drivers to different (spoken) languages, like English or German, etc. They'll have to start advertising campaigns, Sony will have to talk to distributors, come up with a definite price point, promotions etc.
But most importantly, they'll need time for the game development companies to finish their games - the Japanese launch was hugely succesful - but the games were not that impressive. The European and American launches will be much better because there will be tons of games - and these games will most definately be more impressive as developers would have had more time to get used to the PS2 hardware.

Ok, so I'm excited too, but I don't care about the Tekkens, or Ridge Racers....no....I'm excited about ISS on the PS2

Neutral : I dont know why either but suspect you are spot on right.

Also, I think it has mostly due to marketing reasons, rather than any technological barriers.

By the way, I will not be buying FIFA 2000 for PSX 2...
