I don't know about Germany, but in Bulgaria the n-word isn't even considered a racial slur. It's the name of the race. In fact, calling someone 'black' would be considered offensive, but not the n-word.

Schwarz means black indeed but negger doesn't. Nigger in german would be neger (with one "g") so Schwarznegger doesn't mean blacknigger.
