I think that it is available at fifa2000 online, to which there is a link on www.fifagaming.com both the 98 and 99 versions were availabe to download here.

It is at the soccergaming replay site..LEFT MENU-------->DOWNLOADS-------->FIFA 2000 FILES......THE BOTTOM/LAST FILE ON THE PAGE..sheeesh, i posted this answer a few days ago...........
