I have a voodoo 4500 32mb and i´m running smoother the game now. I bought the double speed option ( pes-shop - 1000pes ) and put a higher resolution and...the game was running good, not great because i have to configure the refresh mode.
My sugestion to KONAMI is launch a patch that you can select the speed of game with normal speed, 3/2 speed and double speed, and a option to limite the fps and speed of the game. It´s not to difficult to them for do this. If somebody can send an e-mail for them writting this, please, send!!

Yes, the Double Speed Option also worked for me! :) It's quite an unorthodox way of solving (well, actually it's more outlining it) the slow-motion problem, cause the game was really too damn slow for me to be able to enjoy playing it. Now it's cool!
It doesn't fixe the slowdonw near the penalty box, but it becomes less noticeable. However, it seems that the official patch Konami has released fixes this, but haven't tried it yet.

Nowhere in the patch details does it say it fixes any slowdown issues.
The double-speed option is supposed to be stupidly fast, you know that?
On the PS2 version (the way the game was meant to run) the double speed settings makes it all look a bit benny hill. So if this makes the game the right speed for you then your game is running v wrong.
It needs patching by Konami asap.

Yeah, 2x Speed is only a temporary solution for the REALLY slow motion people. The constant framerate change is still annoyingly stupid.
