I don't know what the problem is but the following has worked for me:

1. The very first time remove all background Windows processes except Explorer and Systray. This seems to be necessary for the initial database transfer

2. Reboot your PC for the background processes to be reinstalled.
They are required for updating the game database with your changes (when you press the Write Database button).
