If you want to be able to set the game resolution to higher than 640x480 do the following:

Open up the 3DSetup.ini file (found in the 3DSetup directory within FIFA 2000 dir).

Add the following line and save:

CARD_NVidia NV10 /R:640x480 /R:800x600 /R:1024x768 /R:1280x1024 /R:1600x1200 /I

If you run the 3DSetup program now you'll be able to set the resolution higher.

Why couldn't EA tell anyone this? I sent an e-mail to tech support twice and in the end had to work it out myself.
