I found the following (www.avault.com) which tells ya how 2 hex the game.

--------
1. Decide how much money you want for your budget breakdown. ( eg $500, 000, 000 for "Transfers". )

2. Use the Hex Calculator to find the corresponding Hex String for that amount. (eg $500, 000, 000 à 0000 0000 65CD BD41 )

3. Use a Hex Editor and open the saved game you wish to edit.

4. In the "Edit " menu, select "Go To" and specify the "offset" to edit.

The "offset" are as follows:

"Transfers" - 15819249
"Buildings/Stadium" - 15819289
"Player Wages" - 15819217
"Staff Wages" - 15819293
"Maintenance/Facilities" - 15819257

Simply type over the Hex String at the above offsets with the string you obtained at No. 2.

Save when you're done, start and load the game and enjoy your newly attained wealth!!!
